1) Simultaneous (Multiple) Submission Policy
Submitting the same manuscript — or a substantially similar version — to more than one journal at the same time is a serious violation of publication ethics. PedPer strictly prohibits simultaneous (also referred to as duplicate or multiple) submission, in line with COPE principles.
What constitutes simultaneous submission?
A manuscript is considered to be simultaneously submitted if, at the time of submission to PedPer:
- The same manuscript (or a substantially overlapping version) is under active consideration by another journal;
- The manuscript has been submitted to another journal and no formal withdrawal has been confirmed by that journal;
- The manuscript is under peer review, revision, or post-acceptance processing at another journal.
The prohibition applies regardless of whether the other journal is peer-reviewed, whether it publishes in a different language, or whether it is an online-only or print publication.
Author responsibilities
- At the time of submission, authors must confirm (via the Submission Checklist) that the manuscript is not under consideration elsewhere.
- If a manuscript has been previously submitted to another journal and rejected, the author may submit it to PedPer. No disclosure is required for prior rejections, but any reviewer feedback from a previous journal that may have influenced the manuscript should be considered.
- Manuscripts derived from theses, dissertations, conference papers, or preprints are not considered simultaneous submissions, provided that the source is disclosed at submission and the manuscript represents a substantially revised, expanded, or reframed contribution. Detection
PedPer uses iThenticate similarity screening on all manuscripts. If substantial overlap with a manuscript under consideration or recently published at another venue is detected, the editorial office will investigate.
Consequences
If simultaneous submission is confirmed — whether discovered before or after publication — PedPer may take the following actions:
- Before publication: Immediate rejection of the manuscript. The authors will be notified of the reason.
- After publication: Publication of a retraction notice, in accordance with the Corrections, Retractions & Expressions of Concern Policy.
- In all cases: The authors’ affiliated institution(s) may be notified. A temporary restriction on future submissions to PedPer may be imposed in serious or repeated cases.
All cases are handled in accordance with COPE flowcharts and PedPer’s Handling Allegations of Misconduct Policy.
2) Late Submission Policy
PedPer publishes on a biannual schedule (March and October). Submission deadlines and planned publication dates are announced on the Announcements page.
General rule
Manuscripts submitted after the announced submission deadline for a given issue are, as a rule, considered for the next scheduled issue. This ensures that the editorial team has adequate time for thorough peer review and editorial processing without compromising quality.
Exceptions
In exceptional cases, the Editorial Board may include a late submission in the review pool of the current issue. Such exceptions may apply when:
- The submission is in response to a call-based thematic (special) issue and the Guest Editor(s) and Editor-in-Chief agree that inclusion is feasible;
- Editorial scheduling considerations allow for the additional manuscript without delaying the issue;
- A technical delay (e.g., OJS system outage) prevented timely submission by the author.
Inclusion of a late submission in the current issue is not guaranteed. The Editorial Board makes the decision to preserve review quality and editorial timelines. Authors will be informed about the issue assignment after the initial editorial screening.
Thematic (special) issue deadlines
Deadlines for thematic issue submissions are set by the Guest Editor(s) in coordination with the Editor-in-Chief and are published in the relevant Call for Papers. Late submissions to thematic issues follow the same rules as above. For further details, see the Thematic Issue Policy.
3) Resubmission After Rejection
Manuscripts that have been rejected by PedPer may not be resubmitted unless:
- The rejection decision explicitly invited resubmission (e.g., a “reject and resubmit” decision following major revision);
- The manuscript has been substantially revised to address the reasons for rejection, and the resubmission is accompanied by a cover letter explaining the changes made.
Resubmissions are treated as new submissions and undergo the full editorial screening and peer review process. There is no guarantee of acceptance.
4) Multiple Manuscripts by the Same Author(s)
PedPer does not impose a limit on the number of manuscripts a single author or author team may submit. However:
- Each manuscript must be an independent and original contribution. Fragmented or “salami-sliced” publications are discouraged and may be flagged during editorial screening or peer review.
- Authors submitting multiple manuscripts to the same issue should be aware that editorial capacity and reviewer availability may affect processing times.
- The Editor-in-Chief reserves the right to limit the number of articles by a single author published in a single issue, to ensure diversity of authorship and prevent undue concentration. This is consistent with PedPer’s commitment to broad international and institutional representation — a criterion valued by international indexing bodies.
5) Enforcement
These policies are applied consistently to protect review quality, editorial integrity, and publication timelines. All decisions are made in accordance with COPE guidelines and PedPer’s Publication Ethics & Malpractice policy.
